California Keeps "Rolling" Smog Exemption

In a limited victory for owners of older vehicles in California, and the Specialty
Equipment Manufacturers Association (SEMA) Action Network community, legislation
reintroduced in the California Senate to repeal the state’s “rolling” emissions testing
exemption for vehicles 30 years old and older has been eliminated–for now. Senate Bill
1172, sponsored by Sen. Sheila Kuehl, as originally written, sought to repeal the current
rolling exemption and replace it with a static emissions testing exemption for pre-1974
vehicles only. This means that each year, another model year will be added to the list of
vehicles that don’t have to undergo a biennial smog test.
