We stayed at Rafters while at Rushmore. It's a good park. While you are there, don't miss the Crazy Horse center is very nice and informative.

Gotta stay at Horse Thief Campground just outside of Hillcity. located just off of Needles HWY. beautiful views of the surrounding hills. excellent place!

If you are willing to dry camp, stay at the cg in Badlands NP--not in any of the private ones outside the park. It is beautiful. The view from the sites are worth the visit to the park.
If you want to dry camp at Mt. Rushmore, stay at Horse Thief Nat. Forest park (not the private Horsethief RV Park). It beats any private cg in the area. Again, just beautiful on a small lake. And it's the closet cg to Mt Rushmore. If you want private nothing beats Rafter J Bar. One of the nicest parks in the country.

Before you decide where to stay, check your maps. Spearfish is 72 miles from Mt. Rushmore. Even further from Custer SP, Wind Cave, Crazy Horse, etc. Consider Custer SP as a hub for your sightseeing. Lots of driving in the area without adding 3 hours (RT) each day.
