"Sounds of the Sea" RV park on Northern CA coast has free wi-fi but over a 3-day period it rarely worked. Management said there were 4 routers in the park and they would "check them out when they got around to it"

Apple Orchard RV Park in Kelowna,BC (http://www.appleorchard.ca/) has free wifi and cable tv. Both work well.

Apple Island Resort in Milton VT has excellent free WiFi.
Also the first Vermont South bound Interstate 91 Rest Area as you enter the USA from Canada has free WiFi.
