Well, to begin with, you went to the wrong office (and were probably in the wrong state) to get a 10 year TIP (Temporary Import Permit).
TIP's are issued by the Banjercito, not Migracion. You have to have a FMT to get the TIP, but since you already had that, the local Migracion office was a waste of time. I'm not even sure that the Baja Banjercito would have the RV 10 year TIP's.
As to being in the wrong state, TIP's are not required for RV's in Baja or Baja Sur. If you're leaving a boat/trailer in either Baja's year round, you may need a 10 year TIP for them. Also some Harbor Captains have been asking for boat TIP's before issuing Harbor Permits.
The Ensenada Migracion office is infamous for fining people that didn't get their FMT at the border. There is a whole thread on the BajaNomad forum about this. I'm still not sure if this "per day" fine is real or if it's just the local officials way of lining his pockets.
If you're heading for Baja Sur, you can always get a FMT at the Guerrero Negro border crossing (if you can catch them when they are open).

Dear Mike (Turtle-Toad),
I went thru Ensenada Immigration this morning, and was fined for failing to get my tourist visa at the border. I paid the fine without protest, because it was a small amount and I consider it an education fee.
When I left the Immigration Office, I went to take my photo in front of the building. The immigration officer warned me that it was illegal to take pics of government buildings, and I could be fined for doing so.
This kind of stuff really is very humorous to me. Spices up my times in Mexico, and makes for good story telling.

It's good to hear from you, but you really should get back on the BajaNomad forum, we've been talking about the *** at Ensenada for quite awhile. He's been fining people for about a year now.
But the camera thing is new. I've taken pictures of government buildings all over Mexico and have never been bothered. Of course it probably depends on the Official and the present threat level.

Greetings!
I am about to enter Mexico at Nogales heading to Baja via ferry. I have possibly a lost/stolen passport. I do have copies of it though. Will this suffice for traveling in the next 30 days into the mainland and over into Baja and then up to San Diego for holidays?
Hope to hear from those experienced in these matters!

At this time a passport isn't needed to travel anywhere in Mexico. However, you will need your one (or two) of the other accepted forms of "Proof of Citizenship" as listed at the beginning of this thread.
Crossing into Mexico, you might get by with just a photo I.D, such as a drivers license, but you may run into problems getting back into the U.S. So you really should have your birth certificate with you.
As far as the lost/stolen passport; you should notify the State Department as soon as possible so they can add it to their list of missing passports. They will also issue you a new one (charges apply). If you can't do it in the U.S, go to the first U.S. Consulate you can find. They can issue you a temporary to get you back across the border.
Of course you could possibly cross back and forth for months and never get asked too. Just depends on the officials.

Thanks Paul.
It figures, SF isn't really a "port of entry" and a FMT isn't needed to visit there. So if you're planning on going on to other Mexico destinations, make sure you get all the needed paperwork done at the border.

I know that a vehicle permit is required for the Pickup. But is a permit required for the 5th wheel to travel mainland Mexico

Yes, a permit is required for an RV trailer. They told me mine was valid for 10 yrs, and was $50 for a tent trailer. You get it at the same place you get your car permit, so bring registration on the trailer.

The only permit now issued for RV's is the 10 year permit. It is available for Class A, B, & C RV's. Travel Trailers and 5th Wheels also get them, but they do not cover the towing vehicle. Tow vehicles still get the 6 month permit. The price for a 10 year RV permit is the same for every type.
