Try the Nuevo Leon, the Nothern state of Mexico. We just finished a month boondocking around the state and stayed in many cool climate locations in the mountains. Fresh air, no people, lots of great food, climbing, hiking, waterfalls and rivers. We had a ball. Food is cheap, fuel is 2.20 a gallon for diesel and the places we visited are safe.

Im sorry I haven't replied sooner but I just found your post.
It sounds like the kind of water you are looking for might be found in the Little Missouri or Caddo rivers in SW Arkansas. I'm not firmiliar with them but but know they are popular with canoers and kayakers in that area. If you get adventuresome try the Cossitot. However I think that might be more whitewater than you want.
A bit further from DFW but well worth looking into is the Mulberry River. There are several forrest service campgrounds along it but without water and electricity as far as I know.
Don't overlook the Buffalo National River in north Arkansas. This one is really great. This time of year everything is usually slowed down but with all this rain the rivers are right for floating.
