Your best bet would be searching the National Forests and the NC forests.

The campgrounds along the Blue Ridge Parkway have no hookups but do have bathrooms, dump stations and drinking water and they charge a fee. I guess this is semi-boondocking. The fee is $16 per night or $8 for Golden Age Passport holders.

These are Mt Pisgah Campground, Crabtree Meadows CG, Linville Falls CG and Julian Price CG.
