It must be noted that the one unwritten article in most laws that will change if or how an officer writes up the ticket,

Jumping out of your ride yellin, "what the *&&* are you stopping me for, you got nothing better to do?"

If you are hauling kids to a soccer game in your RV with a trailer full of uniforms, and soccer balls? Its no different than amature motor sports.

Nope, its overstepping by a Nazi state government.

Folks here are excerts from the NC drivers manual.

"Any combination vehicle with a gross vehicle weight rating (GVWR) of 26,001 pounds or more", operators must have a class A operators license."

"Any single vehicle with a gross vehicle(GVWR) of 26,001" or more must have a class B drivers license.

If tow vehicle and trailer together weigh over 26,001 pounds, you must have a class A license.

If the single vehicle weighs over 26,001 pounds, you must have a class B license.

This is not a CDL license.

This is for any private vehicle, etc., motohome or else. There are no exemptions on this as I know of. NC is not the only state to have this, there are very few states that does not have this law.

NOT quite true. Below is a excerpt from the NC state code for CDL drivers license exemptions

Are there any exemptions to being required to have North Carolina CDL?
Yes, a few . . .
1. Active Duty Military . . . with military licenses operating military vehicles.
2. Firefighters . . . meeting approved training standards and operating authorized emergency vehicles.
3. Farmers . . . in certain cases.
4. Individuals ....operating motor homes or other vehicles used exclusively to transport personal possessions or family members, for non business purposes.

Not quite true. This is from NC DOT's website.
Class A: Required to operate any combination of vehicles exempt from commercial driver license (CDL) requirements with a gross vehicle weight rating (GVWR) of 26,001 pounds or more, provided the GVWR of the vehicle(s) being towed is greater than 10,000 pounds. Also required for operating any combination of vehicles with a GVWR of less than 26,001 pounds, if the vehicle being towed has a GVWR of more than 10,000 pounds.
Class B: Required to operate any single vehicle with a GVWR of 26,001 pounds or more that is exempt from CDL requirements, and any such vehicle while towing another vehicle with a GVWR of 10,000 pounds or less.
Class C: Required to operate any vehicle with a GVWR of less than 26,001 pounds that is exempt from CDL requirements and is not towing a vehicle with a GVWR of more than 10,000 pounds. Most drivers need only a Regular C license to operate personal automobiles and small trucks.

Not many people are aware that have motorhomes towing in excess of 26k need a Class A. I am not sure what the op means by some of the things he mentioned, ie, fuel sticker? Not if you are not commercial I don't think.

----------------------------------------------------------------------
HERE ARE the FACTS. I called the NC DOT this morning got the supervisor this pull up this thread to give me the facts. Here is what took place before calling me back. The DOT forwarded the OP post to the CDI division of NC DOT. The CDI div called the State of Tennessee DOT with my class D license to see if I was required to have any endorsements and/or was required anything other than a class D(26001#) license. I was told that I did NOT have to have anything other than a class D even thou my GVCWR was 56000 lbs with air brakes to operate in the state of NC.
IF you are a resident of the state of NC you are required to have the appropriate license. In my case I would have to have a class A drivers license, If I towed anything combnation reguardless of weight, Or if I towed any unit greater than 10000# I would be required to have a class A license reguardless the tow vehicle GVRW. I would not be required to hold a CDL unless it was for hire.
It comes down the reciprocity act. If your resident state requires an endorsement and/or a special drivers license then NC requires the same to operate on their roads.
Check your resident state to see what is required. I believe you will find this to be true under the National Reciprocity Act of many years ago.
NC RESIDENT class A and a lot of class C drivers have a problem if stopped

Despite what Ted said above, the truth of the matter (in my mind anyway) is this, the laws of this country when traveling between states are not setup in a way that is consistent and easy to understand for the arverage "happy camper". Thus you have the need for lawyers and complex discussions such as this.

I fear RVers will see more of this as time goes on.

I get the feeling we have not heard all the details, but it would seem this person was in the wrong place at the wrong time, or did something to invoke this action. 3000.00 is a lot of money for just "a camper" to have been fined.

My experience is that while most officers I have encountered are reasonable, a police officer can and will find something to write you up for if you give him or her good reason or as directed by his/her bosses.

Either way, it is kind of sad.

While I have the greatest respect for the MICHIGAN state police.. I'm not so pleased with some other states (NOTE, I have no experience with N.C. so this comment does not apply to them either way)

In fact I have written letters of complaint to a state or two. (Again NOT N.C., don't know if I've ever been there)

I do know, however, that here in Michigan several LOCAL police have been known to write tickets when no violation actually existed. IN fact, I got a couple of those.

In my case I armed myself with knowledge and went to court.. And won.

I can not advise (Since I'm not a lawyer) but I can suggest.. And the suggestion is that the friend who got papered learn about the law, and if the officer was in error, he may wish to choose to educate him.

I would suggest he obtain professional assistance in providing this education. And of course that the professional may also suggest a Tutition for the officer to pay (Compensate the victim of the false tickets, if indeed they are false, for the time, trouble and lost wages etc caused by having to fight 'em in court)

Regarding traffic tickets, many times you can hire an attorney who can go to court on your behalf on what is called an attorney session and get reduced fines and possibly some violations dismissed. You may also be able to do the same thing yourself.
