Yes, the bridge on 97 to Biggs is closed, but you can go west (at the river) on Hwy 14 for a few miles and cross over the river on 197 at The Dalles and then either back east on 84 to 97, or continue south on 197 and it will connect back to 97 before you get down to Willowdale. This is the way we went in late Sept and the roads were great and the weather was perfect. This route also gives you a great look at Mt. Hood.
