I believe most CAT scales are now $9.00 but you do receive a printout of the axle weights. These scales are also certified for accuracy and will pay the fine if a ticket is issued due to a inaccurate scale.
I weighed my coach immediately after driving it off the dealer lot and had a copy of the slip from the scale to show Tiffin concerning the overweight front axle.

Take your unit to a Cat scale. They will give you your front axle, rear axle, and trailer (toad) weight for $9.00. I do it at least once every long trip. Like to know for tire safety.

Once you have weighed your rig full and ready to go, why would you need to weigh it again....that is, unless you run very close to the limits...

Grain elevators are another good place to get weighed. Generally there is no charge if you stop during the off season when the farmers are not lined up.

CT General Statutes--Title 14--Chapter 248--Section 14-267a--Weight restrictions for vehicles, trailers or other objects. Penalties for overweight violations. Fines for failure to comply.

Your CT statute ONLY refers to Commercial Vehicles....RVs are NOT Commercial Vehicles....Read my next post re: CFR.

Simple:
DOT axle limits
Quite obviously what was in the material you refered too is incorrect. Here is the paragraph from the CFR:
Commercial motor vehicle. For purposes of this regulation, a motor vehicle designed or regularly used to carry freight, merchandise, or more than ten passengers, whether loaded or empty, including buses, but not including vehicles used for vanpools, or recreational vehicles operating under their own power.
See the part about BUT NOT including........
RVs are not Commercial Vehicles, drivers require no commercial license from the U.S. Government nor any state I've seen. Some states do have a requirement for motorhomes over 26,000 to be operated with an ENHANCED drivers license....But not commercial..
If federal weight limits applied to RV, each state would be REQUIRED to weigh them at the weigh stations. Instead, each state can set their own rules. I've never seen a state, however, that weighed RVs.
