I've never heard of a DMV actually going after registration money. You can't just park a car and no longer register it?

Not without paying/filing a non-op on it.

I haven't seen the inside of a DMV office for about 5 years.....I am in and out of the AAA office in less than 15 minutes...

I traded in my 05 Chevy 2500 for an 08 Chevy 3500DRW in Aug 08 while in Oregon. Upon returning to Ca. a few weeks later I filed all the necessary paper work including the release on liability for my 05 Chevy. About 5 months ago I received a renewal notice for the 05, I sent a copy of the release of liability and an explanation that I no longer owned the 05. the about 3 months ago I again got the same renewal notice. I sent the same information to the DMV. A couple weeks ago I got a nasty notice telling me that I now owed the State DMV the fees and over $330 dollars in penalties. I made an appointment and today went to the DMV to try and clear up this matter.

First thing out of their mouth was I owed the money, I tried to explain the mistake was theirs not mine and all I got was a blank stare like they had never been accused of making a mistake. Finally after getting the Supervisor involve and raising hell she agreed to call Sacramento and see what they had to say. By this time I had spent about 45 minutes trying to clear this up.

To make a long story short they had just posted my release of liability from Sept 08 last week and they said I didn't owe the State the $755 they had billed me for. Can you believe they are 14 months behind in posting their records and still have the nerve to send out threatening letter that they will attach my wages or tax return.

And they wonder why the public hates the DMV. Are the DMVs in other states as messed up as Ca.?

Are you sure this isn't the fault of the dealer in Oregon who maybe didn't change the title in a timely manner? I don't think a release of liability fully releases you from registration fees until somebody else registers and assumes ownership of the vehicle.

Bingo!!

You could have solved *YOUR* problem with a simple form & a postage stamp. "Notification of the Sale of a Vehicle".

From the date you put on there - you're off the (liability) hook.
Done deal. Easy. Simple.

Lived in CA for 68 years now - first CA DL when I was 15 1/2 . . . .
so been dealing with the CA DMV for a long, long time.

Never - ever - had ANY problem with the sale of a vehicle, UNLESS
you didn't send in the (very simple) notification.

Did that once - the new owner got some parking tickets at UCLA.
Even then - it was a "piece of cake" to take care of (via mail).

The problem with your solution is that the Oregon dealers won't deal with the Ca DMV. They are not required to do so and they don't want to have to deal with them. That is why I did it, 3 times, and still had to make an appointment and spend a hour with them to get it straightened out. The rout of the problem is that they had not posted my original Realse liability. I have to wonder what's going to happen when they get around to the 2 others I sent in?

azbound, if you check the California DMV website, you'll see that the release of liabilty doesn't completely release you from registration fees until the new owner has done their part of the transfer. You stated, "Oregon dealers won't deal with CA DMV." If that's true then your problem is with that Oregon dealer, not California DMV. If they had sent in the proper paperwork transfering the vehicle over to them, then Ca DMV would not have screwed it up and tried to get money from you.

we have sold two vehicles in Ca with no problems. Also remember that Ca staff are working with 15% smaller staff because of furloughs. I learned if you go to the tired employees and say something like it must be tuff for you right now, that their whole out look toward me changes Because I understand their workload they tend to go more out of their way to help. Most of them are burnt out because people are upset with them before they even reach the worker because of the long lines. And this was before the furloughs. And it is not their fault they are short staffed.

And know none of my family work for the state.

In Minnesota thankfully they don't go after you or your money if you don't renew your registration. If you get a ticket tho the fines and court fees have gone up quite a bit. But i have noticed that it is taking longer and longer to get a title issued when you buy a vehicle/ My un-educated opinion on it is that there are less people working in the DMV thanks to budget cuts and furloughs. Tabs can be renewed online and that seems to be the quickest way to go.

No its not their fault they are short staffed, but you know if they worked as if they had a fire under their chair, it might not be as bad. anytime I have ever been to the DMV office, its like the workers are there until 5:30 so they dont care how long it takes, how slow they move or whether they get done or not. when I worked at a sandwich shop during college, our busiest time of day was lunch time. we MOVED during that time, to take care of the customers, get them their food and on their way. if they worked like that at the DMV, people wouldnt complain as much as they do.

Sure they would. People LOVE to complain, it comes so natural to them. Then again maybe if they were given tips they would run. Nah, the union wouldn't allow it.
