Is 11R/22.5 the same as 275/80/22.5? If there is a difference what is it?

Close, but not the same. If you look at tire oem websites you will see the slight differences

The 27580R22.5 is the accepted low-profile equivalent of the 11R22.5 tire.
Since the sidewall is shorter, the low-profile is slightly smaller in diameter, but is preferred by most operators of heavier trucks & rv's.

I think the 275/80r22.5 tire is a michelin, they tend to differ from the rest of the other manufactures on their numbering system. I beleive that the 295/75r22.5 is the number that the other guys use. In the 24.5 tires michelin calls theirs 275/80r24.5 the other guys call theirs 285/75r24.5. I think Im correct, been retired for 1 1/2 years and havent gave tire sizes a lot of thought. You can get on each manf web site and look up specs to be positive, good luck

I may have not gave good info on last post the 11r22.5 is the old standard tall 22.5 tire the 295/75r22.5 is considered a low profile tire and is usually about 1 " shorter on "od" . But on r/v's you will find a lot of odd sizes of tires in comparison to the semi's on the road. They dont have near as many odd sizes as the motor home industry. I said I havent thought about tires for awhile, sorry

You are. And yes, Michelin is weird about 22.5 and 24.5" tires. A 275/80R22.5 and a 295/75R22.5 are the same size, ditto for a 275/80R24.5 and a 285/75R24.5. They can be used together on duals with no problem whatsoever.
An 11R22.5 is the size the 275/80R22.5 replaces, about an inch to an inch and a half taller.

Actually, 275 and 295 are the width of the tread in millimeters. 275 mm wide is not the same 295 mm wide. It's 10.8 in vs. 11.6 inches. The 85 is the aspect ratio which is tread to bead is 85% of tread width.

Go to the source (Michelin) for all the specs you are interested in, including not only rolling radius and width, but revolutions per mile, etc:
