It does...about 400º. It actully melts. My son used to do powder coating for 'Twist-n-Turns' - high quality indoor/outdoor furniture fabricator. They made an outdoor bulletin board - large lockable cabinet with glass front - for the city of Roanoke. They did all the furniture for Valley View and Tanglewood malls, and many local colleges.

The process holds up very well outside if properly applied. They kept telling my son he is putting it on too thick. He said he was applying it per the supplier. They fired him.

About 6 months later they had too many complaints - they hired him back. He quit when he was ready now working elsewhere.

I would just surface sand , then prime and paint the areas that need it. If you use rattle can paint you will be able to do touch-ups later on. Powder Coat is very durable, but you are not going to keep anything from rubbing off a hitch. I bet Pullrite used Powder Coat when they made that hitch

I think powder coating sucks. Never had anything last verry long that was powder coated, lawn mowers,outside fur. hitches pinboxes ect. Sand blast it, good primer and good paint will last a lot longer IMHO.

Be it powder coat or paint proper preparation and application are key.

You might want to look into epoxy paint (oilfield machine shop may be using this) as you will find it better than normal paint and close to powder coat, if you save some unmixed epoxy you can mix it later to touch up the hitch.
